WHAT IS OPEN SCIENCE?

Main statements:

  • HORIZONTE EUROPA Programa. Horizon Europe is the research and innovation (R&I) framework program of the European Union (EU) for the period 2021 -2027. It involves open science and citizen science. It is committed to guaranteeing open access to research data following the principle “as open as possible and as closed as necessary.” You can access the Participant Guide. prepared by the Center for Industrial Technological Development (CDTI), included in the Spanish Portal of the European Research Framework Programme.
  • ALLEA Declaration on Open Science, 2012. Advocates for open access to research outputs, responsible data sharing, and international collaboration to advance scientific discovery while respecting ethical, legal, and intellectual property requirements.
  • The Hague Declaration on Knowledge Discovery in the Digital Age (Declaración de La Haya), 2015. Promotes open and responsible knowledge discovery by supporting text and data mining, open access, and legal frameworks that allow researchers to analyze content they can lawfully access.
  • The Vienna Declaration on the European Open Science Cloud (Declaración de Viena), 2018. Supports the development of a federated European research ecosystem that enables researchers to securely share, access, and reuse data and services across disciplines and countries, following the principles of Open Science and FAIR data.
  • Panamá Statement, 2018. Advocates for an inclusive model of Open Science that extends beyond Open Access, promoting collaboration, citizen participation, and public policies that make research more transparent, equitable, and socially relevant across Latin America and the Caribbean. 

Spanish statements:

  • Ley 17/2022, de 5 de septiembre de la Ciencia, la Tecnología y la Innovación Article 37 about Open science. Researchers in the public sector or whose research activity is financed mostly with public funds and choose to disseminate their research results in scientific publications, must deposit a copy of the final version accepted and the data associated of the publication in institutional or thematic open access repositories, simultaneously with the publication date. 
  • Ley Orgánica 2/2023, de 22 de marzo, del Sistema Universitario. Article 12 about promotion of Open Science and Citizen Science. The PDI must share a copy of the final version accepted for publication as well as the associated data in an open access institutional or thematic repository, simultaneously with the publication date. Data must follow the FAIR principles (findable, accessible, interoperable and reusable).
  • Estrategia Nacional de Ciencia Abierta (ENCA) 2023_2027. Four important points: 1) Digital infrastructures for open science; 2) Research data management following FAIR principles; 3) Open access to scientific publications; 4) Incentives, recognition and training. 

Responsible research and innovation (RRI) has emerged as a science policy framework, which seeks to align technological innovation with broader social values, and to support the institutional decisions concerning the goals of research and innovation in conditions of uncertainty and ambiguity. This way, RRI aims to engage publics and responsible actors in the science and innovation field to produce ethically acceptable, sustainable and socially desirable research and innovation outcomes.

Over the last decades many efforts have tried to reduce the distance between science and society, leading to a European-wide approach in Horizon 2020 called Responsible Research and Innovation. RRI seeks to bring issues related to research and innovation into the open, to anticipate their consequences, and to involve society in discussing how science and technology can help create the kind of world and society we want for generations to come.

A normative framework for RRI includes different policy keys, which include values of the “Science with and for Society” objective of Horizon 2020.

Those policies are:

  • Ethics and Research Integrity – Research should be conducted honestly, responsibly, and transparently, following ethical principles and maintaining public trust.
  • Gender Equality – Research should consider diverse perspectives and promote equal participation to ensure outcomes benefit everyone.
  • Governance – Research and innovation should be supported by clear, transparent, and adaptable policies that promote responsible practices.
  • Open Access – Research outputs should be openly accessible whenever possible, making knowledge easier to find, share, and reuse in line with the FAIR principles (Findable, Accessible, Interoperable, and Reusable).
  • Public Engagement – Researchers should involve stakeholders and the wider community throughout the research process to ensure that research addresses societal needs and expectations.
  • Science Education – Science education helps develop the knowledge, skills, and critical thinking needed to participate in research, innovation, and informed decision-making.

Currently, the RRI principles are widely present across the EU and beyond and are in fact embedded within key science policy issues as the Grand Societal Challenges proposed by the EC and within the vision of Europe for the future presented through the “Three Os”   (Open Innovation, Open Science and open to the World).

OPEN SCIENCE COMPONENTS

Open Science is based on several complementary practices that promote transparency, collaboration, accessibility, and the reuse of research outputs. You can read each component below.

1. Open Access

Open Access (OA) provides free and unrestricted access to scholarly information and other digital resources, including publications, datasets, software, multimedia, and educational materials.

A publication is considered Open Access when:

  • It is freely available to everyone without financial or technical barriers.
  • The author or copyright holder grants permission for reuse and distribution with proper attribution.
  • It is deposited immediately in a recognized open-access repository.
2. Open Source

Open Source refers to software whose source code is publicly available under an open licence, allowing anyone to use, study, modify, and redistribute it.

Within Open Science, sharing source code alongside research data and documentation improves transparency, reproducibility, and collaboration.

3. Open Data

Open Data refers to data that can be freely accessed, reused, and shared by anyone. To maximise their value, research data should also follow the FAIR Principles.

FAIR Principles:

  • Findable: Data should include rich metadata and persistent identifiers.
  • Accessible: Data and metadata should be retrievable through standard protocols.
  • Interoperable: Data should use shared formats, vocabularies, and standards.
  • Reusable: Data should include clear licences and provenance information.

FAIR principles ensure that research outputs can be discovered, understood, exchanged, and reused by both people and machines.

4. Open Educational Resources

Open Educational Resources (OER) are freely accessible teaching, learning, and research materials released under open licences that allow reuse, adaptation, and redistribution.

  • Courses and teaching modules
  • Textbooks
  • Exercises and simulations
  • Multimedia resources
  • Educational games
5. Citizen Science

Citizen Science involves the active participation of members of the public in scientific research.

  • Collecting observations and research data.
  • Classifying or analysing information.
  • Participating in experiments and scientific games.
  • Co-designing research projects with scientists.

Citizen Science promotes scientific literacy, public engagement, and the co-creation of knowledge.

6. Open Evaluation

Open Evaluation promotes transparent and inclusive approaches to research assessment. It encourages the recognition of a broader range of research outputs and activities beyond traditional publication metrics.

7. Open Peer Review

Open Peer Review increases transparency in the peer-review process while maintaining scientific quality and rigor.

  • Open identities: Authors and reviewers know each other’s identities.
  • Open reports: Review reports are published alongside the article.
  • Open participation: The wider research community may contribute to the review process.
  • Open interaction: Authors, reviewers, and editors communicate openly during review.
8. Open Infrastructure

Open Infrastructure refers to the shared technologies, platforms, repositories, standards, and services that support Open Science.

By providing open and interoperable infrastructure, researchers can more easily access, share, preserve, and build upon scientific knowledge, fostering collaboration and accelerating discovery.

GOOD OPEN SCIENCE PRACTICES

  • Early and open sharing of research:
    • Pre-registration, registered reports, data deposition in shared repositories, pre-prints.
    • Open collaboration within science and with other knowledge producers/users.
  • Providing immediate and unrestricted open access to scientific publications, research data, models, algorithms, software, protocols, notebooks, workflows, and all other research outputs.
  • Ensuring verifiability and reproducibility of research outputs.
  • Practicing responsible research output management (publications, data, and other outputs) in line with the FAIR (Findable, Accessible, Interoperable, and Reusable) principles.
  • Promoting public engagement in research and innovation, bolstering citizen science and enhancing public trust in science.
